Brian Epstein, 33, is charged with child neglect and was being held without bail Wednesday the Volusia County Branch Jail. According to Epsteins arrest report, Daytona Beach police were called to the parking lot of the Home Depot at 2455 W. International Speedway Blvd. on Tuesday at 3:50 p.m.
